During the Abu Dhabi Infrastructure Summit 2025, the Abu Dhabi Projects and Infrastructure Centre unveiled the “Capital Projects Roadmap” during the second day of the summit.
The Abu Dhabi Projects and Infrastructure Centre (ADPIC) unveiled the “Capital Projects Roadmap 2025-2029,” a five-year plan aimed at enhancing quality of life, sustainability, and economic growth in the emirate. The announcement was made during the Abu Dhabi Infrastructure Summit 2025.
Key points of the plan
Overall goal: Improving quality of life, enhancing sustainability, and supporting sustainable economic growth in Abu Dhabi. Strategic pillars:
1. Improving the quality of life and meeting the needs of society.
2. Expanding private sector participation and stimulating the local economy.
3. Adopting sustainability practices and accelerating the pace of digital transformation.
Enhancing private sector participation:
The center aims to increase private sector contribution by 20% annually in capital projects.
It aims to attract 20 new developers and contractors to Abu Dhabi through global promotional tours.
Engineer Maisarah Mahmoud Eid, Director General of the Abu Dhabi Projects and Infrastructure Centre, affirmed that this ambitious plan represents a bold step towards shaping Abu Dhabi’s future. He added: “Our plan reflects our proactive approach to developing the emirate’s infrastructure by focusing on innovation, sustainability, and establishing effective strategic partnerships. Our efforts revolve around establishing an infrastructure that supports economic progress, enhances the quality of daily life for residents, and is also a vital factor in attracting investment and talent from around the world .”
Supporting the local economy:
The plan aims to redirect 30% of capital expenditure back to the national economy. This includes sourcing 40% of materials locally and attracting investors to establish factories for products such as lighting units and air conditioning systems.
Sustainability and climate neutrality:
Requiring all government capital projects to comply with the 2050 Climate Neutrality Policy by the end of this year. Adopting the modular building system in 50% of new housing and social projects.
Community Engagement and Digital Transformation:
Including residents’ opinions in the planning stages of 90% of quality of life improvement projects.
Launching interactive digital platforms by 2026 to enhance transparency and public participation.
Develop a central digital platform for government agencies to increase operational efficiency and integration by 2026.
National capacity building:
Investing in the training of national human resources and establishing a research and development center for infrastructure and smart construction. This plan aims to consolidate Abu Dhabi’s position as a globally competitive hub and a leading model for integrated and sustainable urban planning.
