The decree, whose provisions apply to all economic activities practiced in Dubai, aims to:

- Addressing the obstacles that investors may face, whether when establishing companies or when practicing economic activities in the emirate,
- Enhancing coordination and electronic connectivity and unifying efforts between the licensing authority and the competent authority in everything related to issuing licenses, permits and approvals and supporting the digital transformation process in Dubai, to ensure no duplication.
- Providing value-added services that exceed the needs and expectations of the investor while conducting economic activity in Dubai.
The decree supports the objectives of the Dubai Economic Agenda D33 with regard to achieving the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum towards consolidating Dubai’s position as a global capital of the digital economy and an influential player in the global digital system.
Facilitating the investor’s journey
On a related level, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, issued Council Resolution No. (5) of 2024 approving the principles of facilitating the investor’s journey in the Emirate of Dubai, which shall be applied as of the effective date of the decree, to all Licenses, permits and approvals related to practicing economic activities in the emirate, issued by the licensing authority and the competent authorities, each according to its jurisdiction.
The decision obligated the Department of Economy and Tourism in the Emirate of Dubai, the authorities supervising special development zones and free zones, including the Dubai International Financial Centre, and the competent authorities, which include federal and local government agencies concerned with organizing, supervising and monitoring the practice of economic activities in Dubai, to facilitate the investor’s journey in the emirate.
Dubai, and taking the necessary procedures and measures for this, and its adherence to a number of principles that cover the completion of transactions through the digital window “Invest in Dubai”, unified digital registration of data, immediate licensing, adopting an “acknowledgment and undertaking” form to be signed by the investor, and immediate renewal of the license, Payment of fees in one step, and ease and flexibility of practicing economic activities by facilitating the necessary requirements for issuing a license, and unifying and updating procedures, rules, stipulations, and requirements.
Decree No. (13) of 2024 stipulated that submitting an application to obtain, renew, amend, and cancel a license, and all other applications related to issuing permits and approvals related to practicing economic activity in Dubai, including special development zones and free zones, including the Dubai International Financial Center, must be Through the unified digital window “Invest in Dubai”, and in accordance with the procedures, conditions, requirements and periods specified in the “Guide”, which is the electronic document, which includes a statement of the procedures, requirements, requirements and periods that must be followed, available and adhered to, in addition to the fees that must be paid to issue, renew, cancel and amend licenses from the Department, As well as issuing, renewing, canceling and amending permits and approvals, and these requests are dealt with in accordance with the electronic systems, procedures, conditions, requirements, periods and fees in force with the authority supervising any of those areas and the competent authorities.
According to the decree, the Department of Economy and Tourism in Dubai is responsible for operating, managing, supervising and developing the “Invest in Dubai” digital window, in coordination with the licensing authorities and competent authorities. To do so, it will have the right to organize the process of obtaining licenses, permits, approvals and applications related to practicing economic activity through the digital window. Create and update a unified database that includes all information related to licenses and the practice of economic activities that it supervises, in accordance with the legislation in force in the Emirate of Dubai.
In accordance with the law, the department is responsible for coordinating and cooperating with licensing authorities and competent authorities, electronically linking its electronic systems to the digital window, collecting the prescribed fees, fines, insurances, and any other financial allowances due to those entities and supplying them to them, and operating and developing the digital window, based on technical standards and guidelines. regarding digital transformation developed by the Dubai Digital Authority.
The decree stipulates that the Department of Economy and Tourism in Dubai, in coordination with the competent authorities, shall prepare the guide, which must include the procedures, conditions, requirements, and periods necessary for issuing, renewing, canceling, and amending licenses, permits, approvals, and other applications related to practicing economic activity in the areas supervised by the department, provided that When developing the guide, the legislation in force in the Emirate of Dubai, the principles of the investor journey approved by the Chairman of the Executive Council of the Emirate of Dubai, and the objectives of this decree should be taken into account.
His Highness the Chairman of the Executive Council of the Emirate of Dubai shall issue the necessary decisions to implement the provisions of this decree, and any text in any other legislation shall be repealed to the extent that it conflicts with the provisions of this decree. It shall be published in the Official Gazette, and shall be effective from the date of its publication.
