UAE Launches ‘Donate Safely’ Campaign to Regulate Ramadan Donations in 2025

As Ramadan 2025 approaches, the UAE’s Ministry of Community Development has launched the second season of its ‘Donate Safely, Protect Your Money from Exploitation’ campaign. The initiative aims to uphold the spirit of giving while ensuring that donations are secure and properly regulated.

Strict Regulations for Donation Collection

To prevent misuse of charitable funds, the ministry has reinforced Federal Law regulations governing donations. All individuals and organizations wishing to collect donations must obtain prior approval from relevant authorities, including the Ministry of Community Development and local regulatory bodies. Donations can only be collected through officially licensed charitable organizations, ensuring transparency and accountability.

The UAE’s Anti-Money Laundering and Terrorism Financing Laws play a key role in ensuring that donations reach their intended recipients. Organizations seeking to raise funds must clearly outline the purpose of the fundraising, identify the responsible entity, specify the beneficiaries, and disclose how funds will be collected and distributed.

Approved Methods for Donations

The ministry has defined various permissible donation methods, including:

  • Cash donations (with official receipts)
  • Digital platforms for secure online contributions
  • Prepaid coupons and SMS-based donations
  • In-kind contributions such as food and medical supplies, provided they meet regulatory standards

While individuals are encouraged to support family, friends, and deserving members of the community, outsourcing iftar meal distribution to unlicensed restaurants or engaging in unverified campaigns is strictly prohibited.

Avoiding Unlicensed Social Media Fundraising

The UAE strictly prohibits unauthorized donation campaigns on social media. Those who initiate unlicensed fundraising efforts may face imprisonment and hefty fines, as per the Federal Law on cybercrimes.

To further enhance community awareness, the ministry will conduct educational workshops to inform the public about verified charitable channels and the legal framework surrounding donations.

Reporting Illegal Campaigns

Community members are urged to report any suspicious or illegal donation campaigns via the Ministry of Community Development’s call center at 800623.

By reinforcing these measures, the UAE continues to uphold transparency, integrity, and responsible charitable giving during the holy month.
